Yeah, this is about pedo bear. I included this because he's turned into an Internet-wide symbol.

The character is based off of shift-JIS art, hence the stupid rigid mid-step pose. In Japan, he's called ?Kuma and has a sort of violent streak. He does not have the same defining character trait that his American cousin has and has been known to be something of a chubby chaser, if one image (attached) is to be believed. You can usually tell the two apart because Kuma has a nice shock of white on his chest, while I can only assume pedo bear dyes his, you know, to appear younger…

The origin as I recall it was that there was a picture gleaned from 2chan with Kuma and his various relatives (the same running body, but with different heads, generally of different animals like a rat, for instance). The proper names had been photoshopped out and new filthy ones added. Only pedo bear really took off though you still see the shota cat and scat rat very rarely these days. I don't recall seeing him until at least mid-2004.
