Foreigners are banned from Futaba Channel, which is
an entirely separate site. They aren't banned from
2channel. Your subnet or entire ISP might well be
banned though, probably because of just one person.
Even this can be overcome, however, if you are
willing to pay an annual fee and you speak enough
Japanese to get through the signup process. If you
aren't and can't then it's probably best that you
don't post anyway. ┐('～`；)┌

The problem is it doesn't. Kusaba, Tinyboard, and other 4chan in a box-like pieces of software encourage creating 4chan clones with 50 boards and 2 posters spread out between all of them.
